The Littleton Complex is a multipurpose two building community development center located at 216 East South Main Street, Littleton, NC 27850 in Halifax County. One building has been used recently and the other building has not been used as it needs more repairs because of hurricane damage to it several years ago. The mission of the Littleton Complex will be to assist rural low wealth communities through comprehensive community development by providing sustainable economic and educational development strategies and activities that build assets, promote healthy lifestyles, and decrease barriers to becoming and staying employed.

8,774-square-foot facility. The Littleton Complex project proposes converting and extending existing office space into administrative staff and rental space, reducing the size of the conference room, and removing walls to expand the waiting area. The project includes new air conditioning, new interior surfaces, new doors and windows, ADA conforming restrooms, handicapped accessibility, and painting throughout the building. The project includes new tile flooring/carpet in reception areas, conference rooms, and waiting rooms. The lighting will be replaced to provide more pleasant and energy efficient lighting throughout the 8,774 SF space. The renovation plan includes a Mental Health Substance Abuse facility, Office Space Rental, IDD Residential Housing Services and a Computer Training/Education Center to train and generate employment opportunities for youths and adults and to identify new and potential micro-enterprises for women and families.

The two buildings will generate money and profits in the following categories:

The MH/SA/IDD- Mental Health/ Substance Abuse/Intellectual Developmental Disability population provides one to one individual services (at a rate of $74.00 an hour per client), family counseling (at a rate of $64.00 an hour per client) and group counseling (at a rate of $64.00 an hour per client) as a contract provider with the Cardinal and Beacon Health Option generating with approximately four therapists with 20 hours a week clients at $74.00-(I); $64.00 (F); $64.00 (G) = 4 (T) x 20 (H)= 80hrWkly x $74.00 (R) = $5,920.00 (W) x 4(W) = $ 23,680.00 monthly and $284,160.00 per year (estimate).

Residential Supports in Alternative Family Living (AFL) homes and Group Homes is a contract services thru Cardinal Innovation Services and Beacon Health Option providing services and supports to enable a person to live successfully in the home and participate in his/her community and will generate a monthly dividend of $500.00 a month per five clients = $2,500.00 per month and $30,000.00 a year.

Office Space Rental - There will be a total of up to six offices for rental fees at the minimum rate of $450.00 monthly and a total of $2,700 a month and $32,400.00 per year.

Computer Training/Education Center to train and generate employment opportunities for youths and adults and will be funded through the government grants via a nonprofit. Once the grants are initiated and renewed (like in previous center activities), gross and net profits will be significantly higher.

The Littleton Complex will be expected to generate combined projected revenues of $28,880.00 per month and $346,560.00 per year with an estimated net profit of $160,560.00 using the property and two commercial buildings located at 216 East South Main Street, Littleton, North Carolina 27850 as collateral. Additionally, three group homes would be established in the second damaged building under the requirements of the State of North Carolina. Each group home is expected to generate over $36,000 in net profits each year (over $3,000 per month in net profits per house).

Funding in the amount of $350,000 at the cheapest possible rate over the longest possible term will assist in renovation of the facility to meet the needs of the community as defined by the State of North Carolina. It is estimated that once the renovations are complete, the value of the buildings will be in excess of $675,000.00.
